HTCC heating elements and temp sensors

I have a high Volume HTCC project. It involves two sperate heating elements inside and temp sensors inside an HTCC substrate. There are internal and external cavities. The part is 4\\\"L x 1\\\"W x 0.75\\\"H.The production batch size will be 10k pieces. Est 100k per year. The project is cost sensative.Elements need to be around 40-60 watt at 3.8V.
